Roughlya billion people around the world continue to live in state ofchronic hunger and food insecurity. Unfortunately, efforts to improvetheir livelihoods must now unfold in the context of a rapidlychanging climate, in which warming temperatures and changing rainfallregimes could threaten the basic productivity of the agriculturalsystems on which most of the world’s poor directly depend. Butwhether climate change represents a minor impediment or anexistential threat to development is an area of substantialcontroversy, with different conclusions wrought from differentmethodologies and based on different data.
